He Qing

He Qing, male, with a doctor degree, researcher and doctoral tutor. He graduated from Tsinghua University with a bachelor degree in engineering in 1988; earned an engineering doctor degree from Harbin Institute of Technology in 2009; was promoted to be a senior engineer in 1998; was promoted to be a researcher in 2005; worked as a visiting scholar at the Physikalisch-Technische Bundesanstalt (PTB), Germany from 1995 to 1996; worked as a visiting scholar at the Danish National Metrology Institute (DFM) from September to December 2003; worked as a visiting scholar at the Italian National Metrology Institute (iNRIM) from March to June 2006; was selected as an expert granted with special government allowance by the State Council in 2008; won the 'Science and Technology Inspection' outstanding contribution award of the national quality supervision, inspection and quarantine in 2010; and was included in the national talent program and was awarded the honorary title of “Young and Middle-aged Expert with Outstanding Contribution” in 2013.

The main research interests of Mr. He include research on the electrical quantum standard, standard of joule balance mass, measurement standards for electric vehicle charging facilities, and new electromagnetic measurement standards under big data. He has presided over more than 20 national research projects, including the key projects of the Ministry of Science and Technology, the National Science and Technology Infrastructure Center, the International Cooperation Project of the Ministry of Science and Technology, the National Major Scientific Instruments and Equipment Development Project, the National Natural Science Foundation, and the "863" Major Project, etc. He has published more than 40 SCI/EI papers and applied for 12 invention patents.

He is the executive director of Chinese Society for Measurement, the chairman of the Electromagnetic Measurement Professional Committee; the chairman of the National Electromagnetic Measurement Technology Committee; the chairman of the Electromagnetic Measurement Information Processing Instrument Branch of the Instrument and Meter Society; the vice chairman of the National Electro-technical Instrumentation Standardization Technical Committee; and a member of the editorial board of Acta Metrologica Sinica, Electrical Measurement and Instrumentation and other publications; and a part-time professor of Harbin Institute of Technology, Hunan University and other colleges and universities.
